Dr Charlotte Canniff

Clinical Chair

 

 

Dr Charlotte Canniff is a GP Partner in North West Surrey since 2002 and Clinical Chair of North West Surrey Clinical Commissioning Group since April 2016. She took up post as Chair of Surrey Heartlands CCG in April 2020

She leads on Primary Care Transformation for Surrey Heartlands Integrated Care System and has been supporting Primary Care Network development both locally within Surrey and also nationally working with NHS England.

Charlotte is passionate about good quality accessible Primary Care and champions the strengthening of the out of hospital system to support the changing complexity of our population.

She has broad experience working with multiple Stakeholders and Partners both locally within North West Surrey and Surrey Heartlands Health and Care partners, with Regional bodies and Citizens.

     

Dr Joe McGilligan

East Surrey GP Representative


 

Dr Joe McGilligan qualified in Birmingham in 1990 and has wide medical experience including time as a flying doctor in Australia.  He is Senior GP partner at Greystone House Medical Practice in Redhill, Surrey, and has a special interest in Minor Surgery. He is an experienced Trainer of GP’s and medical students and an LMC member for Surrey.

As an advocate of an integrated approach to healthcare, Dr McGilligan brought together the eighteen East Surrey practices to form ESyDoc LLP for practice based commissioning.
Between March 2012 and March 2014, he was co-chair of the Surrey Health and Wellbeing Board and following on from this role he has become a Health and Wellbeing Champion for the LGA. Dr McGilligan is keen to link health and social care in a proper partnership approach and was awarded system leader of the year by Kent Surrey and Sussex Leadership recognition awards 2013.

He is a Council member of the National Association of Primary Care (NAPC) and a founding member of the National Primary Care Network (NPCN). In those roles he is involved in all the new models of care being proposed from Vanguards to Primary Care Home, accountable care organisations and the Strategic Transformation Plans. As the LMC member for Surrey has involvement with the local plans as the favoured model is the Multi-discipline Community Provider (MCP) model of care. Actively involved in the Federation Alliance for Better Care (ABC) who will be commissioned to provide the care.

Dr McGilligan is a regular columnist for The Healthcare Leader magazine and Editorial Board member. He previously chaired the Editorial Board of the Commissioning Review and sits on the Editorial Board of Guidelines in Practice and sits on multiple Advisory Boards for the NHS and the Pharmaceutical Industry and speaks at multiple conferences.

Dr McGilligan is former chairman of East Surrey Clinical Commissioning Group.  He is motivated by a strong desire to improve the care of local residents and to realise his long held vision for high quality patient services which deliver the right health care, at the right time, by the right healthcare professional and in the right environment.  In the process, he aspires to bring back pride in the medical profession and the NHS.

     

Dr Shelina Jaffer

East Surrey GP Representative

  Shelina is a GP at the Oxted Health Centre, East Surrey, with a background in general and acute medicine. She qualified from the University of Bristol in 2005, with a previous degree in biomedical sciences. She has a keen interest in the primary-secondary interface and collaborative working. She is the Clinical Lead for East Surrey on the Governing Body and Prescribing Lead.
     

Dr Sian Jones

Guildford and Waverley GP Representative

 

 

Born and brought up in West Wales, Sian qualified from The Royal Free School of Medicine in 1985. Her post registration experience has been varied including working in a rural surgery in Glastonbury, as a GP in Australia and a community paediatrician in Bristol and Guildford. Her particular interests are in children’s and women’s health.

Sian is a GP in Wonersh, initially salaried & as a partner from 2002. She has been involved in Gold Standards Framework (GSF) development and have a keen interest in improving End of Life Care (EOLC) in practice and looks forward to leading in the area of cancer and EOLC on the board.

She is also a school doctor and member of MOSA (Medical Officers of Schools Association).

Dr Darren Watts

Guildford and Waverley GP Representative

 

Darren qualified as a doctor in 1993, initially undertook hospital medical rotation and then GP training in Guildford. He has been a GP partner at Chiddingfold Surgery in Guildford and Waverley since 1999 and completed membership of the Royal College of General Practitioners.  

He was previously a GP Governing Body representative for Guildford and Waverley CCG from its inception in 2013.
As well as a medical degree, Darren also have a degree in Clinical Pharmacology.

Darren has a particular interest in medicines management and has been a member of the Area Prescribing Committee for many years.

Darren is looking forward to continuing to represent Guildford and Waverley as a GP board member.

Dr Russell Hills

Surrey Downs GP Representative

  Russell is a GP and a GP Partner at Integrated Care Partnership, Fitznells Manor Surgery. He joined the Surrey downs CCG Governing Body in April 2015 and assumed the new role of Clinical Chair at the CCG in August 2017.

Russell has a good working knowledge of the vision for the NHS and New Models of Care, and has ambitions to strengthen the partnership between the CCG and its localities to bring the benefits of the GP Forward View to patients and Surrey Downs membership practices.

He is also GP lead for Equality and Diversity.
     

Dr Andrew Sharpe

Andrew has been a partner at the Ashley Centre Surgery in Epsom since 1993, having trained at St George’s Hospital Medical School and qualified in 1988. He trained on the Newham GP vocational training scheme and has been a GP trainer since 1994. Andrew has been involved in commissioning since before the formation of the CCGs.

Andrew is Caldicott Guardian for the CCG and also the Chief Clinical Information Officer for Surrey Heartlands Health and Care Partnership. This involves oversight of the digital journey in Surrey Heartlands and ensuring that the system maximises the benefit from emerging digital technology.

He has a postgraduate diploma in Health Informatics Leadership from Imperial.

     

Dr Timothy Bates

GP Member for Surrey-wide Services

 

Dr Tim Bates grew up in Petersfield, Hampshire and qualified from St Thomas' and Guy's Medical Schools in 1994. He has extensive experience working outside the UK and the NHS; initially in Australia, then as a Ship's Doctor, and later in medical repatriation for the UK based holiday insurance market.

He trained in General Practice at Wonersh Surgery in 2003, before joining Fort House Surgery, Walton on Thames, in 2004. He has been a GP partner since 2006 and the practice lead for the North West Surrey Locality since 2008. He passed membership examinations for the Royal College of Physicians (2000), the Royal College of General Practitioners (2003) and has a Diploma in Tropical Medicine and Hygiene (2001).

He is married with three children and lives in Kingston, Surrey. He has a keen interest in the natural world, sport, health and fitness, and hopes to bring this into his work as the GP Governing Body Representative for Surrey-wide services.

     

Jacqui Burke

  Jacqui is an NHS trained accountant with over 30 years of experience in the NHS and other areas of the public sector, most notably in the higher education and research council sectors. She has spent much of her career in management consultancy and continues to specialise in costing and financial planning and also has experience of procurement, capital projects and strategic planning. 

For the predecessor CCGs, Jacqui was Chair of the Audit Committee, originally for Guildford and Waverley CCG and then lately also for Surrey Downs and North West Surrey CCGs.   In previous roles she was Chair of the Audit Committee and Deputy Chair of the Trust Board at the Royal Surrey NHS Foundation Trust and was also Deputy Chair of the Board at a University.

Until recently she was also a non-executive member of the Department of Health’s Audit Committee for six years.

     

Yvette Robins

Yvette was a Non-Executive Director at Surrey and Sussex Healthcare NHS Trust (SASH) for almost ten years and also held the role of Deputy Chair in the last five years. She brings to the CCG a detailed understanding of sound governance, strong patient focus and effective change management.

Yvette has over 30 years of commercial experience from sales, marketing and general management in the pharmaceutical industry and as a management consultant with Price Waterhouse Coopers.  

Yvette lives in Reigate and is keen to ensure that all partners in the local health economy work together and seamlessly for the benefit of our local patients. She is passionate about helping the local population to stay well and helping patients to manage their health.

     

Adrian Brown

Previous NHS roles includes past Chair of the Surrey and Sussex NHS Healthcare Trust and Lay Member Governance for Horsham and Mid Sussex CCG, Crawley CCG and East Surrey CCG

Adrian has over 25 years’ board level experience with major organisations both in the public and private sector, principally in the engineering and construction of large capital projects. Board positions held have included Commercial Director, Marketing Director, Managing Director and Group Managing Director and Chairman with companies including Babcock Group, Davy Plc and Tarmac plc. Appointed Justice of the Peace in 2003.​

     

Mark Byrne

Lay Member

 

Mark Byrne is the managing partner & founder of RLVCP which is a London based high growth investment firm. Mark was previously senior corporate finance director and head of the R&D tax solutions practice for FTI Consulting LLP UK and Head of R&D tax services for Mazars Ireland.

Mark is chair of the advisory appointments committee for Cambridge University NHS Hospitals Trust and is a non executive director of a London based 43 practice GP confederation. He was previously a member of the Royal College of Physicians joint advisory group which awards accreditation to GI endoscopy units in the UK.

Mark is a previous member of the HM Treasury R&D expert working group.

     

Jonathan Perkins

Lay Member

 

Jonathan joined Surrey Downs CCG as a Lay Member in July 2015 and continues this role for Surrey Heartlands CCG. He lives in Esher and is a lawyer.

Since retiring as a partner with Linklaters, he has acted as the Chair of the Fundraising Committee for Princess Alice Hospice and as Vice-Chair of the Trustees.

Karen McDowell

Karen became a member of the Chartered Institute of Management Accountants (CIMA) in 2003. She was appointed as Chief Finance Officer at Guildford and Waverley CCG in April 2013 and Deputy Chief Executive in August 2013 with responsibility for the financial strategy, financial management, financial governance, contracting, performance and information. Her current role is to promote and enable sound financial management and control at all levels of the organisation.

Previously, she was the Chief Finance Officer for NHS Merton CCG and prior to this, Deputy Director of Finance for NHS Sutton & Merton. Karen has held a number of senior roles in London and Greater Manchester over the last 20 years, including NHS Waltham Forest and NHS Manchester working in both Financial and Management Accounting.

Sumona Chatterjee

System Director – CRESH (Crawley, East Surrey and Horsham)

 

Sumona was appointed as Director of Strategic Commissioning for Surrey Heartlands Health and Care Partnership in November 2017 and took on the role of East Surrey ICP Director in November 2019. An MBA qualified healthcare leader, she has twenty years of extensive health commissioning experience working across a range of organisations acquiring through the course of her career commissioning, stakeholder management, service redesign, commercial and procurement expertise. 

Starting her career in a Provider Trust subsequently followed by the Strategic Health Authority, PCTs, CSU and CCGs, she has held several senior leadership roles within previous CCGs.

Sumona is keen to put her experience in practice to realise the ambitions of the devolution agenda in Surrey working with system partners in the integration of health and social care services and providing high quality, sustainable services for the people in Surrey. 
     

Vicky Stobbart

Director of Integrated Partnerships, Guildford and Waverley ICP

 

Vicky is committed to leading the development of strong multi-agency partnerships that deliver the best outcomes for people.  She works within the Surrey Heartlands Health and Social Care Partnership as the Guildford and Waverley ICP Director and the Director of Clinical Integration (at the Royal Surrey NHS Foundation Trust).  

Vicky qualified as a Registered Nurse (learning Disabilities) in 1993 and since then has developed a broad portfolio in clinical, management and leadership roles at a senior level.  She has developed a reputation for collaborative working and building partnerships in complex, changing and challenging environments.  Vicky has extensive experience in front line community nursing, management of multi-disciplinary teams, service development and commissioning.

She has worked at national level and was the Assistant Director for Safer Solutions (Learning Disabilities) at the National Patient Safety Agency from 2002-2006.  Following the completion of a Masters Degree in Action Learning, Vicky was appointed to lead the integration of the health and social care learning disability services for the London Borough of Southwark.

Clare Stone

Director of Multi-Professional Leadership

 

Clare has been a nurse in the NHS for over 20 years working primarily in community settings and has a special interest in the care of older people.

Passionate about improving quality and safety for patients, Clare also worked at South East Coast SHA leading on the Engergise for Excellence in Care Programme which has now been brought under the Chief Nursing Officer of England’s Leading Change, Adding Value framework building on the ‘6Cs’.  She also co-ordinated the involvement of all providers in the region in the Safe Care pilot for the Safety Thermometer, now a nationally mandated tool for the delivery of the Safe Care CQUIN. Clare then became Deputy Director of Nursing at Surrey PCT and led the transition of quality from PCT to CCGs by playing a key role in supporting the CCG authorisation process.

Clare's portfolio includes nurse leadership and monitoring patient safety and quality of commissioned services.

Elaine took up her role as Director of Governance and Compliance in February 2014 for Guildford and Waverley CCG, with responsibility for ensuring the CCG practises ‘good governance’ in accordance with its Constitution.  Her portfolio as ICS Director of Governance and Corporate Affairs for Surrey Heartlands CCG includes governance, including information governance, risk and assurance, as well as communications, patient and public engagement, and implementation of the CCG’s Equality Delivery System. 

With 25 years of health service management experience, including a background in commissioning, strategy and partnership working, she has worked most recently for the Department of Health’s Legacy Management Team and prior to that as Corporate Governance Lead for NHS South West London (Primary Care Trusts).  

She has a BA (Hons) degree in English, with Psychology subsidiary from University of Nottingham, a Diploma in Health Service Management and have recently qualified as a Prince 2 (project management) Practitioner.  
     

Trudy Mills

Integrated Care System Director of Children's and Learning Disabilities

 

Trudy Mills began her career as a nurse/ midwife in 1988 and her roles within the NHS have included several commissioning posts across local authorities, clinical commissioning groups and NHS England.  She provides overall leadership for Children and Family Health Surrey and is overseeing the ongoing transformation of its services, which are delivered by partners CSH Surrey, Surrey and Borders Partnership NHS Foundation Trust and First Community Health.

More recently Trudy has extended her role to take on the ICS Director for Women, Children’s and all age learning disabilities for Surrey Heartlands Health and Care Partnership.
     

Helen Rostill

Integrated Care System Director of Mental Health Services

 

Professor Helen Rostill has worked in the NHS for 23 years and has also held a range of joint academic posts.  She is a Consultant Clinical Psychologist and currently holds several different roles.  Firstly, as Surrey Heartlands ICS Director for Mental Health Services; as Frimley ICS Senior Responsible Officer for Mental Health; and also the Chief Innovation Officer and Board Director of Therapies at Surrey and Borders Partnership NHS Foundation Trust.  Helen is also a Fellow with NICE.

Helen is responsible for the strategic development and transformation of mental health services across Surrey Heartlands Health and Care Partnership and Frimley in addition to the delivery of the NHS Long Term Plan priorities. Within Surrey Heartlands, she is the lead commissioner for adult mental health.  In Surrey and Borders Partnership Helen has an executive lead role for strategy, innovation, commercial development, research and development and therapies.

Helen is the Senior Responsible Officer for the TIHM (Technology Integrated Health Management) for dementia NHS Test Bed.  She has published a wide range of research in national and international peer reviewed journals.

Individual Funding Requests Activity Reports

The Individual Funding Requests (IFR) Activity Report provides details of all IFR applications received and processed by the Effective Commissioning Initiative (ECI) team. IFRs deal with procedures that are not routinely commissioned by Surrey Heartlands CCG.

The reports outline the number of applications received, outcomes and costs involved.

Due to the COVID-19 pandemic, NHS England have produced guidance whereby all providers are on a block contract until further notice; therefore it is not a mandatory requirement for them to submit any applications for funding, although some are continuing to do so for monitoring purposes.
